The Institute of Finance invites you to join the International Scientific Symposium

 “VAT after ViDA” (online).


On 11 March 2025, the Council of the European Union formally adopted the “VAT in the Digital Age” (ViDA) reform, which entered into force on 14 April 2025. The ViDA reform introduced real-time digital reporting and mandatory e-invoicing for intra-EU B2B transactions. It also modernised VAT rules for the platform economy and simplified VAT registration through a single EU system. The reform will be implemented gradually, with mandatory e-invoicing starting in 2030 and full harmonisation required by 2035.


In September 2024, the Warsaw School of Economics (SGH) had the honour of hosting an international conference dedicated to presenting the foundations of the ViDA project and its anticipated impact on the business environment within the European Union. The distinguished guest of the event was Mr. Patrice Pillet, Head of the VAT Unit at the European Commission, who outlined the key objectives of the reform. One year later, in September 2025, SGH once again welcomed renowned VAT experts who presented the progress in implementing ViDA and highlighted the opportunities and challenges arising from its application.


This year, at the third event in our VAT cycle, distinguished guests of SGH will discuss the future directions of VAT development in the European Union.
The symposium aims to provide participants with insights into new proposals for amendments to the VAT Directive, going beyond the implementation of the ViDA package.
The discussions will address areas requiring urgent attention from the European Commission in order to adapt the existing VAT framework to a rapidly evolving economic and technological landscape, as well as to emerging challenges stemming from the energy crisis and the ambitious objectives of the European Union’s climate policy.


The future directions of VAT harmonisation currently under consideration by the European Commission will be presented by Mr Fernando Matesanz, President of the International VAT Association (IVA) — the leading global organisation representing VAT practitioners — and member of the European Commission’s VAT Expert Group. The perspective of EU Member States will be presented by Mr Marcos Álvarez Suso, Head of the VAT Team at the State Tax Administration Agency in Madrid and lead negotiator for Spain in the process of developing new proposals for amendments to the VAT Directive on behalf of the Spanish Ministry of Finance.


The positions of the European Union and individual Member States will be examined alongside the expectations of academia and the tax advisory sector. The discussion will bring together leading scholars and practitioners from France, Belgium, and Poland to explore the challenges and opportunities shaping the future of VAT in Europe.

After that, he founded the firm Spanish VAT Services Asesores SL a firm exclusively working on international VAT matters and other Indirect taxes. Spanish VAT Services is currently the largest independent VAT services providers within the Spanish market.

Tax adviser, Partner MDDP, Head of the VAT Practice. VAT expert managing one of the largest and most successful specialist tax practices in Poland. He is responsible for the implementation of complex and sophisticated VAT projects in Poland and Europe. Tomasz has represented clients in many landmark or awarded proceedings before tax authorities, voivodship administrative courts, the Supreme Administrative Court and the Court of Justice of the European Union. He is the only Polish member of the VAT Expert Group established by the European Commission.

Doctor of Law (Jagiellonian University, thesis on tax law formalism), graduate of the Faculty of Law and Administration at the University of Silesia. He is a practicing tax advisor. From 2012 to 2025 Associate Partner at Deloitte Poland Tax Advisory, where he was responsible for part of the indirect tax practice. Since 2025 Partner at “Halcyon | Tax. Customs. Legal.” He is also active in academia. He has authored or co-authored numerous publications on tax law in general and VAT and is an active lecturer.

Marcos Alvarez has been working as a tax auditor for the Spanish State Tax Agency for 20 years. His main duties has been preventing, detecting and assessing shortfalls and infringements of the tax law specially focused on VAT matters, aggressive tax planning in direct taxation and tax crimes.

PhD, LL.M. tax advisor. He has 20 years of professional experience in the field of VAT. He has worked for international tax consulting firms in Germany and Poland, advising primarily on international transactions and financial services. From 2018 to 2024, he was employed at the Ministry of Finance, where from 2019 to 2023 he served as Director of the Goods and Services Tax Department. He was the author of many VAT-related reforms in recent years, such as VAT groups, the option to tax financial services, and numerous amendments simplifying and modernising VAT.
