Symposium ViDA & Beyond

The Institute of Finance invites you to join the scientific symposium “ViDA & Beyond” (online).

On 11 March 2025, the Council of the European Union formally adopted the “VAT in the Digital Age” (ViDA) reform, which entered into force on 14 April 2025. The ViDA reform introduces real-time digital reporting and mandatory e-invoicing for intra-EU B2B transactions. It also modernises VAT rules for the platform economy and simplifies VAT registration through a single EU system. The reform will be implemented gradually, with mandatory e-invoicing starting in 2030 and full harmonisation required by 2035.

In September 2024, the Warsaw School of Economics (SGH) had the honour of hosting an international conference dedicated to presenting the foundations of the ViDA project and its anticipated impact on the business environment within the European Union. The distinguished guest of the event was Mr. Patrice Pillet, Head of the VAT Unit at the European Commission, who outlined the key objectives of the reform. One year later, in September 2025, SGH is once again privileged to welcome renowned VAT experts who will present the progress in implementing ViDA, highlight the opportunities and challenges arising from its application, and discuss the future directions of VAT development in the European Union.

This year, the special guests of SGH will be Fernando Matesanz, President of the International VAT Association and advisor to the European Commission on future changes to EU VAT regulations, and Dr. Stefania Lotito Fedele, responsible for the ViDA dossier at IBFD (Amsterdam).

Fernando Matesanz

Owner and Director of the firm named Spanish VAT Services Asesores SL. Fernando Counts on more than 20 years of experience in providing advice in VAT. He is an active Tax Lawyer, member of the Spanish Bar and a certified Tax Advisor. Fernando began his carrier within the VAT Group of Ernst & Young. After that, he founded the firm Spanish VAT Services Asesores SL a firm exclusively working on international VAT matters and other Indirect taxes. Spanish VAT Services is currently the largest independent VAT services providers within the Spanish market.

Stefania Lotito Fedele

Stefania Lotito Fedele is a qualified EU tax lawyer with experience in European VAT, customs duty and excise duty. She has been practising since 2015. In 2019, she completed a joint Ph.D. in European Tax Law at the University of Bari (Italy) and the Université Catholique de Louvain (Belgium). Having gained experience in tax advisory work at international law firms in Luxembourg, she went on to serve as an Indirect Tax Specialist at IBFD in Amsterdam, where she was responsible for the ViDA dossier.

Marcin Jamroży, Ph.D., Professor at SGH - University Professor at the SGH Institute of Finance, Director of the Institute of Finance since 2024, Head of the Department of Taxation, Doctor of Economic Sciences (SGH, 2015), Doctor of Laws (Adam Mickiewicz University, 2004), Doctor of Economic Sciences (Europa-Universität Viadrina, 2001), Head of Postgraduate Studies in International Taxation and Postgraduate Studies in Transfer Pricing and Tax Management.

Doctor of Law (Jagiellonian University, thesis on tax law formalism), graduate of the Faculty of Law and Administration at the University of Silesia. He is a practicing tax advisor. From 2012 to 2025 Associate Partner at Deloitte Poland Tax Advisory, where he was responsible for part of the indirect tax practice. Since 2025 Partner at “Halcyon | Tax. Customs. Legal.” He is also active in academia. He has authored or co-authored numerous publications on tax law in general and VAT and is an active lecturer.

LL.M. (Köln), tax advisor, academic teacher. Member of the VAT Expert Group of the European Commission, managing director of the Center for Fiscal Studies at the Warsaw School of Economics (SGH). Expert in legal and tax handling of investment processes and cross-border transactions. 2019-2022 Deputy Minister of Finance in charge of the tax legislation in Poland, responsible for the implementation of tax reliefs for SME-s, manufacturing and new technologies industry (e.g. Estonian CIT, VAT groups, Polish Holding Company, family foundations, allowances for robotization and expansion).

PhD, LL.M. tax advisor. He has 20 years of professional experience in the field of VAT. He has worked for international tax consulting firms in Germany and Poland, advising primarily on international transactions and financial services. From 2018 to 2024, he was employed at the Ministry of Finance, where from 2019 to 2023 he served as Director of the Goods and Services Tax Department. He was the author of many VAT-related reforms in recent years, such as VAT groups, the option to tax financial services, and numerous amendments simplifying and modernising VAT.
