Magdalena Kozińska

Assistant Professor

PhD in Economics, awarded with honors in 2017 by the Institute of Banking of the Warsaw School of Economics. Ms. Kozińska also holds BA and MA degrees from the same university.
Her research interests focus primarily on financial stability and the financial safety net, with particular emphasis on crisis management and risk management. She also conducts research in the field of private banking. She is the recipient of the President of the Bank Guarantee Fund Award for the best PhD thesis, titled “Analysis of the Effectiveness of Resolution Tools During a Systemic Crisis.” Additionally, she received an award in the President of the National Bank of Poland’s competition for best PhD dissertations. Her MA and BA theses were also recognized in competitions organized by the Bank Guarantee Fund and the “Teraz Polska” Foundation.
From 2014 to 2020, she worked at the National Bank of Poland, where she analyzed the institutional structure of the financial safety net, including supervision, deposit guarantees, and crisis management. She contributed to the development of opinions on EU legal acts in the areas of crisis management and bank risk management (including BRRD2, CRR2, and CRDV), and supported their implementation in Poland, with a focus on the MREL requirement. She was involved in work on the European Deposit Insurance Scheme (EDIS) and helped shape the EU-level crisis management framework for central counterparties (CCPs). Ms. Kozińska also participated in the preliminary work of the European Systemic Risk Board (ESRB) on insurance resolution.
Between 2017 and 2020, she collaborated with the Single Resolution Board (SRB) as a member of the resolution colleges for several international banking groups, including BCP, BNP Paribas, Commerzbank, ING, Raiffeisen International, and Santander.
Since 2020, she has been affiliated with the Bank Guarantee Fund, initially contributing to resolution planning for banks. She currently serves as Deputy Director of the Financial System Projects Department, where she oversees preparations for implementing the resolution framework for insurance and reinsurance companies, along with other banking sector initiatives—such as reviewing the legal framework for crisis management under the Crisis Management and Deposit Insurance (CMDI) legislative package. She is also a Workstream Leader at the European Insurance and Occupational Pensions Authority (EIOPA), heading teams responsible for drafting legal acts supplementing the IRR Directive.
In 2025, during Poland’s Presidency of the Council of the EU, she served as Financial Services Attaché at the Permanent Representation of the Republic of Poland to the EU, co-leading negotiations on the CMDI package.
Ms. Kozińska is a member of the Program and Scientific Council of the journal Safe Bank.
